The denial of voting rights to certain types of persons continues to be a moral problem of practical significance. The disenfranchisement of persons with mental impairments, minors, noncitizen residents, nonresident citizens, and criminal offenders is a matter of controversy in many countries. How should we think morally about electoral exclusions? What should we conclude about these particular cases? This book proposes a set of principles, called the Critical Suffrage Doctrine, that defies conventional beliefs on the legitimate denial of the franchise. According to the Critical Suffrage Doctrine, in some realistic circumstances it is morally acceptable to adopt an alternative to universal suffrage that would exclude the vast majority of sane adults for being largely uninformed. Thus, contrary to what most people believe, current controversies on the franchise are not about exploring the limits of a basic moral right. Regarding such controversies, the Critical Suffrage Doctrine establishes that, in polities with universal suffrage, the blanket disenfranchisement of minors and the mentally impaired cannot be justified; that noncitizen residents should be allowed to vote; that excluding nonresident citizens is permissible; and that criminal offenders should not be disenfranchised-although facilitating voting from prison is not required in all contexts. Political theorists have rarely submitted the franchise to serious scrutiny. Hence this study makes a contribution to a largely neglected and important subject.

Observe social distancing. Tip your waiter. Give priority to the elderly. Stop at the red light. Pay your taxes. Do not chew with your mouth open. These are imperatives we face every day, imposed upon us by norms that happen to be generally accepted in our environment. These ‘socially constructed norms’ elicit mixed feelings. On the one hand, we treat them as valid standards of behavior and respond to their violation with emotions such disapproval, resentment, and guilt. On the other hand, we look at them with suspicion: after all, they are arbitrary human constructs that may contribute to oppression and injustice. In light of this ambivalence, it is important to have a criterion telling us when, if ever, we are morally bound by socially constructed norms and when we should instead disregard them. Morality and Socially Constructed Norms systematically develops such a criterion. It traces the moral significance of those norms to the agential commitments that underpin them, and explains why those commitments ought to be respected, provided the content of the corresponding norms is consistent with independent moral constraints. The book then explores the implications of this view for three core questions in moral, legal, and political philosophy: the grounding of moral rights, the obligation to obey the law, and the wrong of sovereignty violations.

This book explains why moral systems necessarily develop and why they take the various forms that they do. Johnson argues that moral systems are best understood as attempts both to seek out ways of living a fulfilling human life and also to find ways of relating to others who also seek a fulfilling life. Philosophers generally agree that the moral pathway is also the fulfilling pathway. However, the moral pathways advocated and the kind of fulfillments envisioned depend upon beliefs about human nature as well as beliefs about the ultimate nature of things-a worldview. Aristotle, Epicurus, Saint Augustine, and Friedrich Nietzsche, for instance, had radically varying views about what constitutes a fulfilling life. Johnson argues that the moral quest involves properly arbitrating among the often competing wants, needs, and desires pursued by human beings. Not all such wants, needs, and desires can be fulfilled; some must necessarily go unfulfilled. This implies that a vast number of human choices are moral choices. For instance, who eats and who does not? Johnson gives no moral advice. His aim is to show the reader the nature of the moral choices they necessarily make.
