This book looks at the past, present and possible future relationship between the EU and the UK in the fields of law enforcement and judicial cooperation in criminal matters. It examines successively the EU-UK relationship prior to 1 February 2020; the relationship during the transition period; the relationship after the end of the transition period. The book analyses the relevant provisions of the Withdrawal Agreement, the Political Declaration, of the EU and UK negotiating mandates and draft legal texts, and the state of play of the negotiations. It looks at the possible forms that the future cooperation can take and the likely areas, which might be covered, such as cooperation with Europol and Eurojust; criminal records; DNA, dactyloscopic and vehicle registration data; passenger name records; surrender procedures, and mutual legal assistance. It also analyses the overarching issues of protection of personal data and the future role of the Court of Justice of the EU. Finally, this book puts forward some ideas on the possible impact of Brexit on security cooperation within wider Europe and on the possible emergence in future of a European Security Union within wider Europe. Examining the EU’s promotion of human rights for lesbian, gay, bisexual, trans+ and intersex (LGBTI) persons in Uganda during the period of 2009 to 2017, this book investigates how a public administration defines and deals with a wicked problem. The empirical puzzle of how the topic of human rights for LGBTI persons, despite its highly contested nature, travelled between Brussels and Kampala, became codified in form of LGBTI Guidelines (2013) and institutionalized within EU foreign policy is addressed as one of translation and sensemaking. The investigation focuses on the process of problem definition in everyday practice by EU staff and EU member states’ staff in Brussels and Kampala. This book therefore provides key insights into how public administrations deal with wicked problems, how contested ideas can become institutionalized and how an idea is translated and made sense of across time, levels and cultural boundaries. The findings are of interest especially to scholars of wicked problems, sociological new institutionalism and public administration as well as international relations and EU studies, human rights, gender and sexuality studies.

The European Union (EU) support for good governance reforms has been the cornerstone of its conditionality and funding policies and contributed its role as a transformative power. This book conceptualizes the EU’s ambition at exercising a "joined up approach" (i.e. the mobilization of EU sectoral policies to realize EU foreign policy goals towards a third country). The framework is applied to three case studies: Switzerland and the Institutional Framework Agreement, Morocco and the Western Sahara issue, and Israel and the Israeli-Palestinian conflict. With the help of these, the author argues that the EU is more likely to follow foreign policy objectives by leveraging on sectoral cooperation ties when the foreign policy objective concerns the conditions of participation in the single market (Switzerland). He also shows that a lack of member states’ coherence concerning the compatibility of the foreign policy objective with overarching economic (Israel) or regional/geopolitical (Israel and Morocco) interests counteracts the exercise of a joined-up approach.
